The Fempiror Chronicles was created by George Willson. Only stories that have been worked on or collaborated upon by him are considered to be canon to the Chronicles.
From here, you can read the original scripts that comprised the Fempiror Chronicles Canon. In 2009, George rewrote the original screenplays into novels, which is the future the Fempiror Chronicles. As the novels represent the present state of the series, the novelizations take precendence over the screenplays when it comes to what is considered canonical.
At present, the series presently considered to be the Modern Fempiror Chronicles remains in teleplay format, but as these are adapted, they will also fall out of canonization in favor of the novels.
